Build a balanced scorecard
Use four views: safety events per exposure, operating cost per unit of work, vehicle availability and process completion. Add data coverage to every view so incomplete feeds cannot masquerade as improvement.
Explain changes
Compare a consistent cohort over a clear period. Annotate changes in vehicle mix, routes, seasonality and device coverage. Separate observations from proposed explanations and assign follow-up work where the evidence is incomplete.
Turn the review into decisions
For each material exception, record an owner, action, due date and expected measure. Revisit earlier actions before adding more. A report that produces no decision may need a different audience or level of detail.
Suggested discussion agenda
Spend ten minutes on data quality, fifteen on the most important exceptions, fifteen on actions and ten on decisions requiring leadership. This is a written session guide, not a webinar recording or an external benchmark study.

- Define numerator and denominator
- Show comparison period
- Record decisions and owners
